A banker and Company Secretary by background, Tosca has 18 years NHS experience with 14 years at Director level.
With an extensive experience of corporate governance, communications and media management
She has worked work both in private and public sector and has spent most her career in the NHS where she has led on major governance projects and restructuring leading to the merger /acquisition Burton and Derby hospitals. Tosca was subsequently awarded a prestigious award by the Chartered Institute of Company Secretaries (ICSA) for the innovative governance solutions she developed and implemented to ensure the process was ran and felt like a ‘merger’ although transacted statutorily as an acquisition leading to the creation of one of the largest NHS trusts with an annual turnover of nearly £800m employing 12,500 staff.
Across a variety of complex challenges in the health service
Tosca has a wealth of board experience covering public and voluntary sectors. She was recently appointed to South East London ICB from NHS Improvement and NHS England – East of England Region where she was the Regional Director of Intensive Support and Delivery Director for Equality and Health Inequalities. Prior to that she was the Assistant Chief Executive Officer at North Staffordshire Combined NHS Trust, having previously worked at University Hospitals of Derby and Burton (UHDB) as Director of Governance and Communications, successfully leading on the governance and legal architecture for a merger creating a large trust with 12,500+ staff and £850million turnover. Tosca was then conferred the first ever internationally recognised award to the NHS by the Institute of Chartered Secretaries and Administrators winning against FTSE companies. Tosca is a former Chair of Show Racism the Red Card and an Alumni of the first cohort of the Cabinet Office’s Accelerate Chief Executive Programme, identified as one of 20 highest performing ethnic minorities in the public sector (2021).

As Chief of Staff, she has a huge and complex portfolio that oversees the Operations Directorate including workforce and organisational development, system transition and ways of working, equality diversity and inclusion, digital, information technology and governance. She is the Accountable Emergency Officer (AEO), Senior Information Responsible Officer (SIRO) and the sustainability Senior Responsible Officer (SRO) and has responsibility for building partnerships and collaboration.
Personal
Tosca lives in Shropshire with her partner and describes herself as having a ‘blended family’ with 2 grown up children – a daughter and son, her partner’s 3 grown up children and one grandson. Her hobbies include going to the gym. She particularly likes ‘spin’ and ‘body pump’ classes and is currently learning to swim. Other hobbies include cooking, sourdough baking and travelling.
